I work with public bodies, governments, and international organisations that need independent, evidence-based analysis and discussion. My expertise covers education governance, European and global education policy, and the teaching profession.
I offer commissioned studies and evidence reviews, discussion papers, comparative research, case studies, policy recommendations,and rapporteur services for high-level conferences and summits.
My work has been commissioned by, for instance, the European Parliament, the Estonian Ministry of Education and Research, and Education International.

I graduated in 2000 as an elementary ("grundskole" in Danish, for grades 0-10) school teacher in Aarhus, Denmark.
From 2005, I studied part-time at the Danish School of Education, Aarhus University. I completed the MA in Educational Sociology in early 2011, with a strong emphasis on international comparative research. In the process, my studies and MA dissertation benefitted from the supervision of Stavros Moutsios, Associate Professor of International Comparative Education Policy.

Teacher Shortage Crisis in the European Union
Study commissioned by the European Parliament (2026)
The European Parliament's Committee on Culture and Education commissioned this study to find out why EU Member States struggle to recruit and retain qualified teachers in the profession, and how policy might address the issue.
In the study, I mapped teacher shortages across the EU, reviewed the evidence on how to improve the attractiveness of the profession, and made recommendations for action at national and EU level.

Rapporteur at the International Summit on the Teaching Profession 2026
Commissioned by the Estonian Ministry of Education and Research (2026)
In March 2026, I was Rapporteur at the 16th International Summit on the Teaching Profession in Tallinn, hosted by the Estonian government, together with the OECD and Education International. The ISTP series is a unique global forum where governments and teachers' unions sit at the same table: education ministers and union leaders from 20 countries took part in ISTP 2026.
As Rapporteur, I attended the ISTP 2026 sessions in Tallinn and authored the Final Report.
Discussion Paper on Value-Added Modelling (VAM) in teacher evaluation
Commissioned by Education International (2016)
Education International, the major global federation of education unions, invited me to examine the use of value-added modelling (VAM). VAM is a statistical tool for assessing and rating schools
and teachers by their pupils' test scores.
The Discussion Paper reviews VAM as a policy instrument of and its implications for teaching and learning globally.
